Explained: Why the H-1B visa lottery may soon be replaced by a wage-based system

The White House’s Office of Information and Regulatory Affairs has approved a proposed rule to change the H-1B visa selection process. The plan would replace the current random lottery system with a wage-based model that prioritises higher-paid positions. Originally introduced during the Trump administration and later withdrawn, the policy is now under renewed consideration. It reflects an effort to favour highly skilled foreign workers and prevent the misuse of the H-1B programme for lower-wage roles.
